The BMOC for government transportation departments. I have had little exposure to other CAD titles except for AutoCAD that I can't really compare or contrast. I would say that the two I have mentioned are similar enough that if cost is a factor, buy low. My ony gripe is that Microstation is not very user friendly especially if you are looking for help and training is expensive. They have a suite of civil software that is the industry standard (Geopak and InRoads). If you're doing primarily government transportation work you will use this CAD tool.
